ABCNews reports that Federal Agents and the NYPD have been monitoring activists in anticipation of the RNC.

Interviewing potential dissenters, surveillance of 'suspects', monitoring 'Anarchist' web sites and even sending younger officers to organization meetings are being used to try and gather information about protestors.

However, no "pre-emptive" arrests, like what happened in Philadephia in 2000 are planned.
